Depending on the type of business legal form you establish, you may or may not be paying yourself a "salary". By now, you've estimated how much you need to live on. If you have set up a corporation, a regular salary is appropriate. If you are a sole proprietor or in a partnership or an LLC, you pay yourself when you like. Don't budget so much that you can't you pay your business expenses.
If you will be hiring employees, surf some of the on-line job boards to see what competitive wages are for positions in your area. There are also on-line salary surveys that give you some indication of what wages are. Be conservative. Hire only what you need and can afford. Consider using freelancers for short-term assignments or hiring people on a temporary basis (you will still need to be responsible for employer taxes and withholdings.) If you use 'freelancers' make sure they meet the criteria of an independent contractor if you plan to not withhold wages nor offer benefits.
